He was speaking at a literary programme organised here today.<\/p>\n<p>On the occasion, sociologist Dr Dambar Chemjong presented a working paper on the topic of &#8216;role of intellectual community in the implementation of federalism&#8217; claiming that existing federalism was another form of centralised governance system.<\/p>\n<p>On the occasion, leader Tripathi presented a literary award named &#8216;Badal Bhitrako Gham Nepali Sahitya Puraskar&#8217; to Damodar Pudasaini &#8216;Kishor&#8217; and Ambikya Aryal jointly for their works &#8216;Shaharbinako Sahar&#8217;, an anthology of poem and &#8216;Abishrant&#8217;, a novel respectively.<\/p>\n<p>The award carries a purse of Rs 111,111.
