House of Representatives resumes
The House of Representatives, recently obstructed by the main opposition party, Nepali Congress, for three times, has been resumed from today. The NC had been obstructing the House, expressing its dissatisfaction towards the decision of Commission for Investigation of Abuse of Authority over Lalita Niwas Land scandal.
Saying the NC would again obstruct the Parliament if constitutional bodies crossing its jurisdiction would file case being influenced by the government, the NC agreed to take regular agenda of the House of Representatives forward.
NC lawmakers stood from their respective seats as a protest soon after Speaker Agni Prasad Sapkota announced the beginning of the meeting.
Speaker Sapkota allocated time to Whip of NC Parliamentary Party, Pushpa Bhusal, to put forth the view.
On the occasion, Bhusal said that the CIAA filed case against deputy-leader of NC parliamentary party, Bijay Kumar Gachchhadar, at Special Court on the basis of discrimination.
She said, "It has been proved that the CIAA filed case on Lalita Niwas scandal being influenced by the government. We obstructed Parliament being a shadow of the people."
Seeking a balanced performance of the constitutional bodies, lawmaker Bhusal recalled the moment when party founder BP Koirala had returned home to defend eight cases of treachery against him for the sake of democratic and parliamentary system. "We will seek a legal battle."
Lawmakers should protest if the constitutional body takes a move against the constitution. A letter send by the Office of Prime Minister to the Ministry of Physical Infrastructure (The then Physical Planning Ministry), asking to prepare details relating to the Baluwataar land is still in the record of the Ministry, she apprised the Session. A proposal to this regard was prepared by the then Chief Secretary and how the people who directed for the execution of proposal and who prepared it were free from facing the case, she questioned.
Seeking updates about the progress on the decisions of Nepali Congress President Sher Bahadur Deuba-led government to provide relief amount to those affected by five diseases (health issues) including the spinal injury and to give Rs 100 thousand more to the survivors of 2015 earthquake.
"If these moves recur, the NC will not stay silent," she said, recalling the time when the Parliament had been obstructed for 57 days in the past, she said the party will not follow that culture."
