There were 33,081 votes casted during 1999 House of Representatives elections in Kathmandu District, Constituency No. 4. The candidte of Nepali Congress Party - Prem Lal Singh secured 12,554 (37.95%) votes and secured victory in the election. The runner-up candidate was Dr. Bharat Kumar Pradhan of Nepal Communist Party (Unified Marxist-Leninist) who secured 7,296 (22.05%) votes and came in second position. The difference in votes of Prem Lal Singh and Dr. Bharat Kumar Pradhan was 5,258. All other candidates secured 13,231 (40.00%) votes.
