There were 31,163 votes casted during 1994 House of Representatives elections in Dhankuta District, Constituency No. 1. The candidte of Nepal Communist Party (Unified Marxist-Leninist) - Rakam Chemjong secured 12,574 (40.35%) votes and secured victory in the election. The runner-up candidate was Mohan Pokharel of Rastriya Prajatantra Party who secured 9,737 (31.25%) votes and came in second position.
