In 2017 election of Belhichapena Rural Municipality (Saptari district), candidate Parmananda Yadav of Nepali Congress Party (NC) secured 3,545 (34.29%) votes out of total votes of 10,339 and was elected as a Chairman. The first runner-up candidate was Om Prakash Mandal of Nepal Communist Party (Unified Marxist-Leninist) (CPN (UML)) who secured 2,433 (17.52%) of votes. The rest of 10 candidates for the position of Chairman secured combined 4,361 (21.09) of votes.
Similarly, for the position of Vice-Chairman, candidate Pushpamala Kumari Yadav of Nepali Congress Party (NC) secured 3,455 (35.07%) and was elected as a Vice-Chairman, while Asha Devi Yadav of Nepal Communist Party (Unified Marxist-Leninist) (CPN (UML)) secured 2,147 (16.14%) of votes and came in second position. Other 4 candidates who contested for Vice-Chairman secured combined 4,249 (21.57) of votes.

As illustrated in the pie chart, there were total 189 candidates contested in various positions with gender ratio of 112 (59.26%) males and 77 (40.74%) females. Moreover, there were total 41 candidates contested for ward chairman positions in 6 wards. Same as, total 64 candidates had contested for ward member positions while 33 females and 33 females from depressed group (dalit) had contested for female member position in each ward.
